Chapter 920 The Corpse on the Rooftop
Chapter 920 The Corpse on the Rooftop
After Li Ming's case was closed, he gave Qin Chuan a detailed report on how the case was solved.
To be honest, the investigation of this case has been quite tortuous and complicated so far. On the other hand, Qin Chuan has actually given high praise to the recent work of Li Ming's criminal investigation team.
In fact, since Qin Chuan became a member of the Standing Committee of the Dongchuan Municipal Party Committee, he has been less involved in frontline cases.
Qin Chuan has now reached the deputy provincial level as a member of the Dongchuan Municipal Party Committee Standing Committee and is the head of the Public Security Bureau. As long as Qin Chuan can avoid any major problems in Dongchuan, given his current qualifications and background, he will likely leave Dongchuan within a year or two.
When Qin Chuan leaves Dongchuan City again, he will no longer be at his current level; he will most likely become the third-in-command of another prefecture-level city.
Of course, these are all things to be discussed later. Right now, Qin Chuan is playing a very good exemplary role in Dongchuan City. Li Ming, the head of the Criminal Investigation Detachment, has actually solved many cases during this period.
Recently, Dongchuan City has maintained a record of solving almost all major cases, especially homicide cases, truly achieving the goal of solving every homicide case.
Of course, as the prefecture-level city with the highest criminal case rate in the province, Dongshi doesn't mean that solving a few cases will automatically lower the probability of future crimes; quite the opposite. It's currently in a period of adjustment, which could potentially last for a considerable time. Neither Qin Chuan nor Song Ming, nor the criminal investigation team's current achievements, nor the core criminal investigators, can afford to relax.
Less than a week after Liu Weiguo's case, the city-level emergency call center received another call.
The emergency call center was directly connected to Li Ming, who was currently in Qin Chuan's office reporting on relevant administrative matters.
"Director Qin, this is the emergency call center."
"Take it."
Since the police center called Li Ming directly, it meant that this case must be a big one. Qin Chuan knew this very well, so he signaled Li Ming to answer the phone.
Sure enough, Li Ming's expression changed immediately after he finished the call. After briefly listening to the report on the case, Li Ming reported back to Qin Chuan.
"The police station just received a call reporting a body found on the rooftop of the Jinshan Building. The caller was a security guard patrolling the building. You see..."
After thinking for a moment, he picked up the police uniform next to him and put it on: "Let's go, let's go together."
"Yes!"
Since Qin Chuan wanted to go to the scene, Li Ming naturally wouldn't stop him. As he was going downstairs, Li Ning immediately called the Criminal Investigation Detachment and notified them to send a copy of his and the relevant on-site investigation police officers to Jinshan Building immediately.
The Economic Crime Investigation Division was closer to the Jinshan Building than the Municipal Public Security Bureau. When Li Ming and Jin Chuan arrived at the entrance of the Jinshan Building, Zhang Lin and the others were already waiting in the lobby.
The local police station was the first to arrive, and the entire building had been cordoned off with police tape. There were many people watching nearby.
The building's property manager and security manager were waiting for the criminal police to arrive. When they saw Qin Chuan and Li Ming come in, they quickly stepped forward to shake hands. After introducing themselves, Qin Chuan didn't waste any words and went straight into the elevator to the front desk.
Upon arriving on the rooftop, they found the scene already cordoned off by police officers who had arrived earlier. The security guard who had reported the incident stood to the side, pale-faced and trembling slightly. Qin Chuan nodded to Li Ming to inquire about the situation from the security guard, while he himself quickly walked towards the body.
As the head of the Public Security Bureau, Qin Chuan, given his current position, didn't need to go directly to the scene, much less examine the body. However, Qin Chuan came from the front lines and was very familiar with handling cases.
In a typical municipal public security bureau, the director may not necessarily know how to handle cases, or even if he does, he may not actually have such detailed and excellent technical skills. But Qin Chuan is different. He is technically excellent, and it can be said that his skills are better than anyone else's.
The deceased lay near the rooftop railing, dressed in a dark blue suit, eyes wide open, a black electrical wire wrapped around his neck—a gruesome sight. Forensic pathologist Zhang Lin had already arrived and was preparing his examination tools. Qin Chuan crouched down, carefully examining the deceased's condition, his gaze falling on the scratches on the right cheek and the object tightly clutched in the deceased's hand.
"How is it, Zhang Lin?" Qin Chuan asked.
When Qin Chuan arrived, Zhang Lin had already begun examining the body. Now, hearing the other bureau chiefs asking questions, Zhang Ning quickly responded.
“Reporting to Director Qin,” Zhang Lin pointed to the body, “The body has already shown signs of rigor mortis, and the corneas are cloudy. The preliminary assessment is that the time of death was 4 to 6 hours ago, but further autopsy is needed to confirm the exact time. The cause of death was mechanical asphyxiation, and the ligature marks match those of this electrical wire.”
At this moment, Li Ming came over with the results of his inquiry: "The security guard who reported the incident said that he found the deceased when he was patrolling the rooftop at six o'clock. The deceased was an employee of Jinshi Financial Company in this building, named Guo Jianfeng."
Qin Chuan nodded, signaling Li Ming to continue.
"The security guard also said that a colleague saw him go out to meet a client at noon today, and he didn't return to the company afterward. The surveillance footage shows that he entered the building at 1:05 pm, but he took the freight elevator." After Li Ming finished reporting, his gaze fell on the deceased.
Qin Chuan stood up and looked around. The railing at the edge of the rooftop caught his attention. He walked to the railing and examined it closely, finding friction marks on the inside of the bars. "Li Ming, have someone collect fingerprints here and see if there are any clues."
Li Ming immediately arranged for investigators to collect fingerprints. Meanwhile, Zhang Lin was conducting a further examination of the deceased. He pried open the victim's right hand and found a small diamond earring in the palm, its edges still stained with blood. "This could be important evidence," Zhang Lin said, placing the earring into an evidence bag. "It was probably left behind during the struggle between the victim and the murderer."
The investigators were busy at the scene, taking photos, collecting footprints, and recording traces. At the corner of the fire escape staircase, someone found a cigarette butt and what appeared to be a shoe print. "Team Leader Qin, there's something here!" an investigator shouted. Qin Chuan and Li Ming approached to examine it. The cigarette butt was a "Yuxi" brand, and the filter had teeth marks. The shoe print looked like a size 42 leather shoe, and the sole seemed to have oil stains.
The on-site investigation is ongoing. Qin Chuan has made some arrangements, and the investigation team of criminal police officers are working meticulously.
At this moment, Wang Qiang, the leader of the exploration team, held up a fingerprint developing lamp, and the aluminum powder revealed clear patterns on the inside of the railing.
